At the event “Caring Communities – Towards the Systemic Sustainability of Long-Term Care”, held on May 21, 2026, in Belgrade, the Network of Organizations for Children of Serbia (MODS) and the Republic Institute for Social Protection signed a Memorandum of Understanding on the institutional cooperation and sustainability of the System Innovation Lab (SIL).
The Memorandum represents an important step toward the long-term development and institutionalization of SIL as a platform for developing innovative systemic solutions in the fields of social protection and long-term care.
The cooperation between MODS and the Republic Institute for Social Protection is based on their joint work within the international project “Caring Communities”, during which SIL was successfully established and tested as a space for the development and implementation of systemic innovations. Through this partnership, the parties will continue to develop innovative approaches, strengthen cross-sectoral cooperation, organize events and trainings, and contribute to the improvement of public policies in the fields of social protection and long-term care.
Special focus has been placed on the institutionalization of the SIL methodology, the application of systemic innovation tools to other social challenges, knowledge exchange, and contributions to the improvement of public policies and legal frameworks.
Through this cooperation, MODS will contribute civil society expertise, the inclusion of diverse stakeholders, and advocacy for systemic changes, while the Republic Institute for Social Protection will provide institutional and professional support and ensure the alignment of SIL results with the national social protection system.
The “Caring Communities — Transnational Approaches for Multiple Transformative Changes in the Homecare Sector and Community-based Development of the Danube Region.” project is supported within the transnational cooperation program for the Danube Region and involves 25 partners from 9 countries from January 2024 to June 2026.
