Rights that are not understood cannot be respected<\/strong>. Article 42 is therefore not just an administrative duty \u2014 it is the gateway through which all other children\u2019s rights become real.<\/p>\n<h2 style=\"text-align: justify;\"><strong>Why Article 42 matters<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li><strong>Children can only exercise their rights if they know them.<\/strong>\u00a0Too often, children across Europe are unaware of their entitlements under the UNCRC. Without this knowledge, they cannot speak up when their rights are ignored, ask for help and participate in decisions that affect them.<\/li>\n<li><strong>Adults need awareness to uphold children\u2019s rights.<\/strong>\u00a0Teachers, social workers, healthcare professionals, judges, and policymakers make decisions every day that directly affect children\u2019s lives. They need to understand the UNCRC to act in children\u2019s best interests.<\/li>\n<li><strong>It creates a culture of rights.<\/strong>\u00a0Awareness transforms the UNCRC from a legal treaty into a living framework embedded in schools, communities, and public services.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>It drives accountability.<\/strong>\u00a0Accountability grows when society knows what governments have promised. The UNCRC is not just words on paper \u2013 governments must ensure it is reflected in schools, laws, policies, and communities.<\/p>\n<h2 style=\"text-align: justify;\"><strong>What Article 42 looks like in practice<\/strong><\/h2>\n<p style=\"text-align: justify;\">It is not enough for governments to ratify the Convention. Article 42 requires proactive measures:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Child-friendly materials<\/strong>\u00a0so children can understand their rights in accessible ways.<\/li>\n<li><strong>Inclusion of children\u2019s rights in school curricula<\/strong>, so every child learns about them as part of their education.<\/li>\n<li><strong>Public awareness campaigns<\/strong>\u00a0to make children\u2019s rights visible across society.<\/li>\n<li><strong>Professional training<\/strong>\u00a0for those working with and for children, ensuring their decisions reflect children\u2019s rights.<\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Eurochild\u2019s contribution to Article 42<\/strong><\/h2>\n<p style=\"text-align: justify;\">At Eurochild, we see every day why awareness is the foundation for children\u2019s rights. Our work across Europe reflects this in several ways:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Supporting children\u2019s voices at the European level<\/strong>: Through the\u00a0<a href=\"https:\/\/eurochild.org\/eurochild-childrens-council\/\"><em>Eurochild Children\u2019s Council<\/em><\/a>\u00a0and our collaboration on the\u00a0<a href=\"https:\/\/eurochild.org\/resource\/our-rights-our-future-the-europe-we-want\/\"><em>Europe Kids Want survey<\/em><\/a>, we create spaces for children to learn about their rights and influence EU decision-making. These initiatives show children that their voices matter \u2014 an essential part of making rights real.<\/li>\n<li><strong>Producing child-friendly resources<\/strong>: For example, Eurochild has produced child-friendly summaries of key EU strategies, such as the\u00a0<a href=\"https:\/\/eurochild.org\/uploads\/2023\/06\/Child-friendly-Child-Guarantee-explainer.pdf\"><em>European Child Guarantee<\/em><\/a>\u00a0and\u00a0<a href=\"https:\/\/eurochild.org\/resource\/eu-child-guarantee-game-and-child-friendly-explainer\/#:~:text=As%20part%20of%20the%20Reaching%20In%20Initiative%2C%20Eurochild%2C,of%20the%20Child%20Guarantee%20which%20features%20a%20game.\">a Child Guarantee Game<\/a>. These tools make sure children themselves understand how European policies affect their rights and daily lives.<\/li>\n<li><strong>Raising awareness among policymakers<\/strong>: Eurochild regularly briefs EU institutions and national governments on children\u2019s rights, making sure that Article 42 is not forgotten when laws and budgets are being designed. Our reports on the implementation of the\u00a0<a href=\"https:\/\/eurochild.org\/news\/assessing-progress-the-biennial-reports-on-the-implementation-of-the-european-child-guarantee\/\"><em>European Child Guarantee<\/em><\/a>\u00a0highlight whether and how governments are communicating children\u2019s rights at the national level.<\/li>\n<li><strong>Building capacity within civil society<\/strong>: By working with our members across Europe, we help grassroots organisations promote children\u2019s rights locally, whether through awareness campaigns, training, or child participation projects.<\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Why we must keep advocating<\/strong><\/h2>\n<p style=\"text-align: justify;\">Without awareness, children\u2019s rights risk being tokenistic \u2014 acknowledged on paper but ignored in practice. Advocacy for Article 42 ensures that rights are lived, taught, and respected. In addition, Article 42 ensures the UNCRC doesn\u2019t stay hidden in legal documents, but becomes real in everyday life.<\/p>\n<p style=\"text-align: justify;\">That is why it is important that all governments:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Invest in\u00a0<strong>child-friendly materials and school programmes<\/strong>\u00a0so every child learns about their rights.<\/li>\n<li>Fund\u00a0<strong>training for professionals<\/strong>\u00a0who work with children, from teachers to judges to healthcare staff.<\/li>\n<li>Support\u00a0<strong>public campaigns<\/strong>\u00a0that make children\u2019s rights visible to everyone in society.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Awareness is not optional \u2014 it is the foundation.<\/strong>\u00a0Article 42 turns the UNCRC from a legal treaty into a living tool that empowers children, equips adults, and holds governments accountable.<\/p>\n<h2 style=\"text-align: justify;\"><strong>Children can only claim their rights if they know them.<\/strong><\/h2>\n<p style=\"text-align: justify;\"><strong>Children need to know not only that they have rights, but also how to use them.<\/strong>\u00a0Article\u202f42 of the UNCRC obliges governments to make children\u2019s rights widely known, but awareness alone is not enough. Children also need guidance and support to act on their rights and have them respected.<\/p>\n<p style=\"text-align: justify;\">At Eurochild, we see this in practice:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Empowering children to speak up:<\/strong>\u00a0Through initiatives like the\u00a0<a href=\"https:\/\/eurochild.org\/eurochild-childrens-council\/\"><em>Eurochild Children\u2019s Council<\/em><\/a>\u00a0and the\u00a0<a href=\"https:\/\/eurochild.org\/resource\/how-children-feel\/\"><em>National Children\u2019s Forums<\/em><\/a>, children learn how to raise their concerns, contribute to decision-making, and influence policies that affect their lives.<\/li>\n<li><a href=\"https:\/\/eurochild.org\/uploads\/2025\/05\/Setting-up-a-Child-Advisory-Board-guidelines-1.pdf\"><strong>Guidance on who and how to approach<\/strong><\/a><strong>:<\/strong>\u00a0Children are supported to identify trusted adults, professionals, or authorities who can help when their rights are at risk.<\/li>\n<li><a href=\"https:\/\/eurochild.org\/resource\/poverty-takes-away-the-right-to-childhood\/\"><strong>Building confidence to participate<\/strong><\/a><strong>:<\/strong>\u00a0Child-friendly resources, workshops, and educational materials help children understand their rights in a concrete, accessible way and give them the\u00a0<a href=\"https:\/\/eurochild.org\/resource\/we-are-here-a-child-participation-toolbox\/\">tools to act<\/a>.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Knowledge of rights is only meaningful when it leads to action.
